Creates a grant program through the Department of Economic Development providing up to $5 million annually to neighborhood associations for community projects including infrastructure improvements, public safety initiatives, economic development, and community events

Requires applicants to demonstrate an active membership base, at least six months of regular meeting records, and a plan to recruit and engage residents within their neighborhood

Establishes a nine-member Neighborhood Empowerment Advisory Board appointed by the Governor, with no more than three members from each congressional district and at least one member per district representing a qualified census tract

Grant funds must be spent within one calendar year and cannot be used for salaries, political campaign activities, or purposes outside neighborhood improvement scope

Recipients must submit reports at the grant-spending deadline and annually for two years following, detailing expenditures, community impacts, and changes in membership and participation levels
