Increases the second-year new schools adjustment from 10% to 20% of the approved estimated additional student capacity, matching the first-year adjustment rate

Changes state aid certification deadline from June 15, 2023 to June 15, 2025 for the initial certification, with March 1 deadlines continuing for subsequent years

Voids any state aid, budget authority, or allowable reserve percentage certifications completed prior to the act's effective date for school fiscal year 2025-26

Declared an emergency measure, taking effect immediately upon passage and approval
