Repeals the Next Generation Business Growth Act, which terminated January 1, 2017, and removes related obsolete appropriation provisions from Nebraska statutes

Eliminates obsolete provisions regarding the Rural Health Opportunities Loan Pool Fund, including removing references to section 71-5670.01 from the Rural Health Professional Incentive Fund statute

Repeals sections 90-562 and 90-563 related to the Nebraska Army National Guard complex that terminated July 1, 2015

Amends the Vacant Building and Excess Land Cash Fund (section 72-816) and Governor's Emergency Cash Fund (section 81-829.33) to remove references to repealed sections 90-268, 90-269, and 90-270

Outright repeals 13 statutory sections total, including sections 50-301 through 50-306, 71-5670.01, 90-267 through 90-270, 90-562, and 90-563
