Establishes tiered experience requirements for CPA permit issuance: one year with a postbaccalaureate degree, one year with a bachelor's plus 30 additional credit hours, or two years with a bachelor's degree alone

Grants practice privileges to out-of-state CPAs without requiring Nebraska registration or fees, provided they have an active license from another state, passed the Uniform CPA Examination, and met minimum education/experience requirements at initial licensure

Specifies that revocation orders issued for failure to obtain a permit within three years are considered nondisciplinary actions

Repeals section 1-136.04 of the Reissue Revised Statutes and removes obsolete provisions referencing pre-1998 and pre-2025 requirements
