Expands the definition of "project" under the Nebraska Rural Projects Act to include infrastructure development costs on property not owned by the applicant, provided they directly benefit and are critical to a business park's development

Newly eligible expenses include acquisition of rights-of-way, easements, and adjacent properties for street access; construction of turning lanes from major highways; rail spurs and drop/pull rail yards connected to main railroad lines; and utility improvements (water, electric, wastewater, storm water, natural gas)

Changes eligibility for initial tenant assistance from exclusive ("or") to inclusive ("and"), allowing both tenant assistance and off-site infrastructure costs to qualify

Declared an emergency measure, taking effect immediately upon passage and approval by the Governor on February 25, 2026
