Permits up to 20% of excess funds to be distributed to regional behavioral health authorities for housing acquisition or rehabilitation for individuals with substance use disorder

Amends section 71-812 of the Revised Statutes Supplement, 2025, with technical language changes replacing "persons" with "individuals" throughout
