Amends the Medical Assistance Act to implement Medicaid community engagement (work) requirements only to the minimum extent mandated by federal law under 42 U.S.C. 1396a(xx)

Requires the Department of Health and Human Services to adopt the full scope of short-term hardship exemptions allowed by federal law and use the broadest possible definition of "medically frail"

Directs the department to accept participant self-statements to verify compliance and exemption status, and to utilize all available data sources including managed care claims data and SNAP data

Establishes an income proxy where participants earning at least 80 hours of work at federal minimum wage monthly are automatically deemed to meet community engagement requirements

Declares an emergency, making the act effective immediately upon passage and approval
