Prohibits any private or public entity from requiring or coercing individuals to be subject to implantable devices

Prohibits private entities from requiring individuals to wear or use devices that collect biometric data, except for security purposes such as law enforcement, property protection, or preventing stalking/violence/harassment

Defines biometric data as fingerprints, voice prints, retina images, iris images, and other unique biological patterns used to identify individuals through automatic measurement

Excludes photographs, video/audio recordings, HIPAA-covered health information, FERPA-regulated educational data, and financial institution data subject to the Gramm-Leach-Bliley Act from the law's requirements

Becomes operative on January 1, 2027
