Prohibits health care practitioners from prescribing cross-sex hormones or puberty-blocking drugs to individuals under 19 years of age for the purpose of gender alteration, expanding restrictions in Nebraska's existing Let Them Grow Act

Requires any ongoing treatments that began before October 1, 2023 under prior rules to conclude by January 1, 2027

Authorizes the Attorney General to bring enforcement actions against violating practitioners within 20 years, with civil penalties of $25,000 per violation (each prescription or provision counts as a separate violation)

Mandates courts to notify the Attorney General and Department of Health and Human Services when practitioners are found to have knowingly violated the law

Exempts treatments for congenital defects, precocious puberty, disease, or physical injury from the prohibition, explicitly excluding gender dysphoria, gender identity disorder, or mental conditions from the definition of "disease"
