Requires the Department of Health and Human Services to submit annual applications to USDA (starting October 1, 2026) to waive SNAP work requirements for homeless individuals, veterans, and foster care youth age 24 or younger

Aims to restore work requirement exemptions for these populations that existed prior to changes made by section 10102 of Public Law 119-21

Eliminates existing state law provisions that prohibited the department from seeking, applying for, or accepting waivers of SNAP work requirements

Removes the department's discretionary authority to require SNAP participants to participate in employment and training programs

Amends section 68-1017.02 of the Revised Statutes Supplement, 2025
