Amends Nebraska statute 25-21,271 to standardize newspaper publication notice for all name change petitions to once a week for two consecutive weeks, regardless of petitioner's age

Removes the previous requirement of four consecutive weeks of publication for petitioners aged 19 and older

Retains existing provisions allowing courts to waive publication notice if it would endanger the petitioner

Maintains requirement for certified mail notice to noncustodial parents within five days of publication for petitioners under 19 years of age

Preserves all other petition requirements including one-year county residency and notification to Department of Health and Human Services and Nebraska State Patrol sex offender registry upon approval
