Adopts the Housing First Supportive Services Act, requiring the Department of Health and Human Services to seek federal approval (via Section 1115 waiver or state plan amendment) for Medicaid reimbursement of supportive housing services for individuals experiencing or at risk of homelessness

Creates the Housing First Supportive Services Fund to provide the nonfederal Medicaid match and cover non-reimbursable costs including short-term rental assistance, operating subsidies, and capital investment in supportive housing

Covered services include housing transition services (outreach, application assistance, landlord engagement), tenancy sustaining services (case management, eviction prevention), housing navigation, and care coordination among health, behavioral health, and substance use providers

Requires annual reporting to the Legislature beginning January 1, 2027 on individuals served, housing retention rates, health outcomes, and estimated cost offsets to Medicaid and correctional services

Mandates coordination with the Nebraska Investment Finance Authority and Department of Economic Development to leverage federal low-income housing tax credits, HOME funds, and community development block grants
