Expands the definition of "first responder" under Nebraska Workers' Compensation Act to include public safety communications personnel (911 operators, emergency dispatchers, and employees of entities employing them)

Grants public safety communications personnel eligibility for workers' compensation benefits for mental injuries and mental illness without accompanying physical injury, subject to existing evidentiary requirements

Extends Critical Incident Stress Management Act services—previously available only to emergency service personnel and state correctional employees—to public safety communications personnel for work-related incidents

Amends sections 48-101.01 and 71-7113 of Nebraska statutes to codify these expanded protections
