Transfers regulatory authority over swimming pools, recreation camps, and mobile home parks from the Department of Water, Energy, and Environment to local governments (counties, cities, and villages)

Eliminates state-level licensing, permitting, and inspection requirements for these facilities, allowing local governments to establish their own minimum sanitary, health, and safety standards

Removes state-level enforcement mechanisms including civil penalties up to $2,000 per day for mobile home parks, replacing them with locally-determined enforcement and penalties

Eliminates the Environmental Safety Cash Fund and removes provisions related to private water supply and private sewage disposal facilities

Repeals 15 sections of existing statute while maintaining the Department's role in approving swimming pool construction plans and specifications
