Creates the Water Quality and Quantity Cash Fund to pay costs of administering Clean Water Act discharge permit programs, funded by application and annual fees for National Pollutant Discharge Elimination System permits and pretreatment permits beginning July 1, 2027

Increases water well registration fees from $40 to $240 and expands use of Department of Water, Energy, and Environment Cash Fund to cover direct and indirect costs of water well registration programs under sections 46-602 and 46-1228

Raises the livestock waste management fee recovery target from 20% to 40% of program costs and clarifies that fees collected under section 54-2428 (animal feeding operations) are exempt from the new water quality permit fees

Redirects hazardous waste management fees from the General Fund to the Integrated Solid Waste Management Cash Fund and authorizes fees based on annual charges, waste quantity reported to the national manifest system, or a combination thereof

Eliminates obsolete provisions including a 2006 fund transfer requirement and updates statutory references to reflect the Department of Water, Energy, and Environment (formerly separate agencies)
