Gatherings of three or more Board of Parole members would be exempt from the Open Meetings Act when limited to strategic planning, process improvement, internal training, or administrative discussions that do not involve specific parole case decisions.

All formal decisions regarding parole grants, denials, deferrals, or revocations must still occur only during public meetings compliant with the Open Meetings Act.

The Board of Parole must create and maintain a public record of each exempt gathering, including the date, general topics discussed, and participants, available to any person upon request.

Amends Section 83-196 of the Reissue Revised Statutes of Nebraska under the Nebraska Treatment and Corrections Act.
