Caps compensation for veterans benefits consulting services at five times the monthly increase in benefits awarded, prohibits initial or nonrefundable fees, and bars charging interest on payment plans

Prohibits charging veterans for claims assistance within one year of active duty release unless the veteran signs a waiver acknowledging they are foregoing free services

Mandates written disclosures in at least 12-point font stating the business is not affiliated with the VA, DOD, or Nebraska Department of Veterans' Affairs, and that free services may be available elsewhere

Requires service providers to undergo background checks, maintain certification from the National Association for Veterans Rights or VA accreditation, and prohibits use of international data centers for processing client information
