Authorizes the Nebraska Investment Finance Authority to establish, operate, invest in, and own nonprofit entities and subsidiaries to further the purposes of the Authority Act, with such entities' debts not becoming obligations of the authority

Eliminates the housing advisory committee previously established under section 58-704 of the Nebraska Affordable Housing Act

Changes the grant application period for Affordable Housing Trust Fund projects from 90 days to 60 days, and establishes new disbursement procedures beginning July 1, 2026, with 80% of funds released upon approval and 20% upon project completion

Exempts buildings constructed or repaired using state grant funds from the 2018 International Energy Conservation Code requirements if the building will not be owned or managed by the state after completion

Allows the Department of Economic Development to contract with statewide nonprofit organizations or state instrumentalities to administer the Nebraska Affordable Housing Act, Rural Workforce Housing Investment Act, and Middle Income Workforce Housing Investment Act
