Extends the special eligibility period for Civic and Community Center Financing Act grants from July 1, 2027 to June 30, 2028 (previously July 1, 2023 to June 30, 2024)

Removes the requirement that municipalities must partner with a certified creative district to be eligible for grants during this period

Maintains preference for municipalities partnered with certified creative districts when awarding grants

Preserves minimum grant amount of $100,000, with specific amounts set by the Nebraska Arts Council in coordination with the department

Retains existing prohibitions preventing municipalities from receiving grants if they have already received funding under the Sports Arena Facility Financing Assistance Act or Convention Center Facility Financing Assistance Act
