Creates the Domestic Violence and Sex Trafficking Survivor Assistance Act, requiring the Department of Health and Human Services to provide housing-related assistance (rental payments, utility payments, security deposits) to victims of domestic violence and sex trafficking survivors

Establishes the Domestic Violence and Sex Trafficking Survivor Housing Assistance Fund to receive legislative transfers and public/private donations for housing stability programs

Increases the documentary stamp tax on real estate transfers from $2.25 to $2.32 per $1,000 of value, with the additional $0.07 allocated to the new survivor housing assistance fund

Adds two new factors courts must consider when weighing whether to withhold imprisonment: whether the offender was abused by a family/household member or sexual partner, or whether the offender is a trafficking victim

Qualified third-party organizations eligible to administer assistance include 501(c)(3) nonprofits and federally recognized Indian tribes with Nebraska governmental bodies that have service agreements with DHHS
