Creates a new criminal offense for obtaining, possessing, duplicating, transferring, or using mail receptacle keys or locks with intent to defraud or deprive another person of their property

Applies to keys and locks used by the U.S. Postal Service, USPS contractors, and commercial mail couriers for mail deposit or delivery boxes

Classifies violations as a Class IV felony under Nebraska law

Adds this new offense to Nebraska's existing financial transaction crime statutes, making it subject to the same forfeiture provisions and continuing criminal enterprise penalties

Amends sections 28-101, 28-618, 28-627.03, 28-627.04, and 28-1601 of the Nebraska Revised Statutes to incorporate the new mail receptacle offense
