Increases the minimum contract threshold requiring competitive bidding from $30,000 to $90,000 for cities of the first class, cities of the second class, and villages for public improvement projects such as water extensions, sewers, bridges, and street work

Raises bid-free contract limits for municipal electric utilities based on gross annual retail revenue: from $30,000 to $90,000 (base), from $60,000 to $180,000 (over $1M revenue), from $90,000 to $250,000 (over $5M revenue), and from $120,000 to $300,000 (over $10M revenue)

Creates three new higher tiers for municipal electric utilities: $500,000 (over $20M revenue), $750,000 (over $30M revenue), and $1,000,000 (over $75M revenue)

Amends sections 16-321 and 17-568.01 of the Reissue Revised Statutes of Nebraska
