Requires reporting of service contract dollars awarded to businesses located in economic redevelopment areas (unemployment 150%+ of state average and 20%+ poverty rate) and qualified census tracts

Mandates cities, counties, and state agencies describe efforts to increase contracting with businesses in economically distressed areas

Department of Administrative Services must compile reports by September 1 annually and submit to the Governor, Legislature, and post publicly online

State Treasurer will suspend all state aid distributions to any city or county that fails to submit required reports until compliance is achieved
