Creates the Protection Orders Act consolidating domestic abuse, harassment, and sexual assault protection orders into a unified framework, extending initial protection order periods from one year to one to two years at the court's discretion

Establishes tiered penalties for protection order violations: Class I misdemeanor (first offense) and Class IV felony (subsequent offenses) for domestic abuse and sexual assault orders; Class II misdemeanor (first offense) and Class I misdemeanor (subsequent offenses) for harassment orders

Requires the Department of Health and Human Services to notify military installations when a child abuse or neglect report involves a member of a military family, and mandates memoranda of understanding with military installations having family advocacy programs

Grants domestic violence victims the right to have perpetrators removed from rental agreements and excluded from premises, or to require landlords to change locks within 24 hours upon providing documentation of a protection order or domestic violence certification

Amends multiple statutes to harmonize references to the new Protection Orders Act, including provisions on firearm possession by prohibited persons, warrantless arrests, captured license plate data disclosure, and child support referee jurisdiction
