Updates Nebraska's state building code to adopt Chapter 13 of the 2024 International Building Code (IBC) and Chapter 11 of the 2024 International Residential Code (IRC), while retaining most other provisions from the 2018 editions

Adopts the 2024 International Energy Conservation Code as the Nebraska Energy Code, replacing the 2018 edition, which applies to all new buildings, renovations, and additions statewide

Requires all new state buildings and buildings constructed with state funds to meet or exceed the 2024 International Energy Conservation Code requirements

Counties, cities, and villages must adopt the state building code or a conforming local code within two years of any state code update, or the state code automatically applies (except for farm construction)

Local jurisdictions must notify the Department of Water, Energy, and Environment within 30 days if they delete any portion of Chapter 13 of the 2024 IBC or Chapter 11 of the 2024 IRC from their local codes
