Updates Nebraska's state building code by adopting Chapter 13 of the 2024 International Building Code (IBC) and Chapter 11 of the 2024 International Residential Code (IRC), while retaining most provisions from the 2018 editions

Allows counties, cities, and villages to adopt either the state building code or a local code that "conforms generally" with it, with the state code automatically applying if localities fail to adopt a code within two years of an update

Requires local governments to notify the Department of Water, Energy, and Environment within 30 days if they delete any portion of Chapter 13 (IBC) or Chapter 11 (IRC) from the 2024 editions

Amends sections 71-6403 and 71-6406 of the Revised Statutes to incorporate the 2024 code updates and repeals the original sections
