Establishes confidentiality protections for peer support counseling sessions provided to law enforcement officers, emergency services personnel (firefighters, dispatchers, EMTs), and Nebraska National Guard members following critical incidents or traumatic events

Prohibits communications made during peer support counseling sessions from being disclosed or admitted as evidence in judicial, administrative, arbitration, or other adjudicatory proceedings, including during discovery

Exempts communications from public records requirements and protects discussions between peer support specialists and employee assistance program staff

Excludes from confidentiality protections: threats of suicide or criminal acts, mandatory abuse/neglect reports, admissions of criminal conduct, and disclosures expressly consented to by participants or their estates

Requires peer support specialists to be designated by their agency, serve on a peer support team, and receive training in counseling and emotional support for personnel involved in traumatic incidents
