Eliminates the Riparian Vegetation Management Task Force by repealing sections 2-969 and 2-970 of Nebraska statutes

Removes the previous grant program for riparian vegetation management from the Noxious Weed and Invasive Plant Species Assistance Fund, which had intended $3 million annual appropriations for streamflow conveyance improvements

Creates a new grant program through the Water Resources Cash Fund for riparian vegetation removal and equipment purchases, administered by the Department of Water, Energy, and Environment

Eligible grant applicants include weed management entities, weed control authorities, and natural resources districts operating in river basins, with priority given to areas subject to interstate compacts or decrees

Requires the Department of Water, Energy, and Environment to prescribe the grant application form by January 1, 2027
