Creates a pilot program allowing the Director of Public Health to contract with licensees to increase availability or capacity of day care facilities in Nebraska

Authorizes the director to grant licenses that waive standard rules and regulations for day care facilities and youth development programs, including staffing requirements, replacing them with alternative terms to protect children's health, safety, and welfare

Prohibits granting pilot program licenses if the director determines a facility, program, or staff member would endanger a child's health, safety, or welfare

Limits pilot program licenses to a maximum of five years, after which the director must recommend statutory changes to the Legislature if the program successfully increases child care availability

Allows any licensed facility to request a waiver from Child Care Licensing Act requirements for a specific time period, with requests reviewed on a case-by-case basis
