Prohibits cities, villages, and counties from enacting or enforcing ordinances that prevent landlords from refusing to rent single-family, multi-unit residential, or commercial properties to tenants whose income includes federal or other housing assistance programs (such as Section 8 vouchers)

Maintains existing state law prohibition on local governments imposing rent controls on private property

Exempts local ordinances that increase affordable housing supply through land-use or inclusionary housing requirements, as well as voluntary programs where property owners contractually agree to rent restrictions

Declares any local ordinance violating these provisions null and void, overriding home rule charter provisions

Amends Section 13-331 of Nebraska Revised Statutes Supplement, 2025
