Limits Medicaid eligibility redeterminations to no more frequently than required by federal law (42 U.S.C. 1396a(e)(14)(L)) as it existed on January 1, 2026

Restricts implementation of community engagement (work) requirements to only what is mandated by federal law, and no earlier than the federally required date or CMS deadline, whichever is later

Caps community engagement compliance verification at once every six months, occurring only at eligibility redetermination, and requires no more than one month of demonstrated compliance or exemption for applicants and enrollees

Amends Section 68-908 of Nebraska statutes governing Department of Health and Human Services administration of the medical assistance program

Declared an emergency measure, taking effect immediately upon passage and approval
