Enhances penalties for repeat offenders of assault by strangulation or suffocation to include convictions from other states or federal courts with essentially the same elements

Restructures penalty enhancements for domestic assault to apply when defendants have prior convictions for any subsection of the domestic assault statute or substantially equivalent offenses from other jurisdictions
