Nebraska would adopt the Cosmetology Licensure Compact, allowing cosmetologists licensed in their home state to practice in all participating member states through a single multistate license

The compact becomes effective when enacted by seven states, creating the Cosmetology Licensure Compact Commission to administer the interstate licensing program and maintain a shared data system for license verification and disciplinary information

Licensed cosmetologists must hold an active, unencumbered license in their home state to qualify for multistate practice privileges; each state retains authority over educational requirements, scope of practice, and disciplinary actions within its borders

Active duty military members and their spouses may designate a home state for licensing purposes and retain that designation during deployment or active duty assignments

The bill amends sections 38-1001, 38-1004, 38-1015, 38-1058, and 38-1061 of Nebraska statutes to recognize compact authorization as equivalent to state licensure for practicing cosmetology
