Amends Section 2-3232 of Nebraska statutes to expand the powers of natural resources districts regarding soil and water programs

Authorizes natural resources districts to establish or participate in programs educating residents about water quality, water quantity management, and soil health practices

Permits districts to conduct demonstration projects and host educational events for agricultural producers and the general public on natural resource protection and preservation

Allows districts to enter into agreements with agricultural producers, nonprofit organizations, companies, service organizations, political subdivisions, postsecondary educational institutions, and state or federal agencies to establish these programs
