Adopts the Dentist and Dental Hygienist Compact allowing dentists and dental hygienists licensed in participating states to practice in other participating states through a "Compact Privilege" without obtaining a separate license

Establishes the Dentist and Dental Hygienist Compact Commission as a joint government agency to administer the compact, maintain a data system of licensee information, and promulgate rules governing interstate practice

Requires participating states to implement criminal background checks for licensure, accept National Board Examinations, and accept graduates from accredited dental education programs

Waives compact privilege fees for active military members and their spouses to facilitate relocation

Becomes operative on January 1, 2026, and adds dental hygienists to the list of professions requiring criminal background checks under the Uniform Credentialing Act
