Standardizes salary payment language across multiple state positions (Governor, Attorney General, legislators, Supreme Court justices, Board of Parole members, and various deputies/commissioners) by replacing "monthly" with "in equal installments" to provide flexibility in pay schedule administration

Authorizes federal facilities under Military Department control to receive funds for renewal and maintenance from the Building Renewal Allocation Fund under the Deferred Building Renewal Act

Expands the Committee on Building Maintenance's oversight responsibilities to include monitoring federal facilities under Military Department control, in addition to state-owned buildings

Eliminates section 83-380 (relating to county payments for state institutions) and updates cross-references throughout multiple statutes from "83-363 to 83-380" to "83-363 to 83-379"

Sets Supreme Court justice salaries at $225,055.35 (July 2024), $228,431.18 (July 2025), and $231,857.65 (July 2026)
