Authorizes Nebraska state colleges (Chadron, Peru, and Wayne State) to offer doctoral degrees in education, in addition to existing master's degree programs, subject to Board of Trustees approval and Coordinating Commission authorization

Changes new degree program requirements from "limiting" programs to the needs of each college's service area to "prioritizing" programs based on the needs of rural Nebraska and regional service areas

Adds doctoral programs in education as a second instructional priority for state colleges, alongside master's programs in education and other authorized areas

Removes state colleges from the requirement that baccalaureate programs in agriculture and natural resources initiated after July 1, 1978 be conducted in cooperation with the University of Nebraska (requirement now applies only to community colleges)

Amends six sections of the Reissue Revised Statutes of Nebraska (85-308.01, 85-941, 85-951, 85-956, 85-957, and 85-958)
