First class cities, second class cities, and villages in Nebraska may contract with private entities or political subdivisions to operate, maintain, manage, or enforce municipal parking facilities, including on-street metered parking and off-street public lots or garages

Contractors may be authorized to issue and process parking citations, collect fines, maintain equipment, and operate payment systems, but municipalities must retain final authority over adjudication and appeals

Municipalities must retain sufficient control to ensure operation in the public interest and must establish or approve all rates, charges, and fines

Contract duration limits: maximum 30 years (including renewals) for first class cities; maximum 10 years (including renewals) for second class cities and villages

The Revisor of Statutes is directed to assign the new section to Chapter 19 of Nebraska statutes
