Renames the "Alzheimer's Disease and Other Dementia Advisory Council" to the "Aging, Alzheimer's, and Dementia Advisory Council" and expands its voting membership from 12 to 15 members, adding representatives from each of Nebraska's eight planning-and-service areas

Creates the Aging, Alzheimer's, and Dementia Advisory Council Fund to receive federal funds, grants, and gifts for purposes authorized under the renamed Aging, Alzheimer's, and Dementia Support Act

Eliminates the Nebraska Children's Commission advisory committee that examined the Department of Health and Human Services' alternative response to reports of child abuse or neglect

Renames the "State Advisory Committee on Mental Health Services" to the "State Advisory Committee on Mental Health and Substance Use Services" and assigns it duties of the State Advisory Committee on Substance Abuse Services beginning July 1, 2026

Eliminates the Division of Medicaid and Long-Term Care Advisory Committee on Aging and transfers its advisory functions to the renamed Aging, Alzheimer's, and Dementia Advisory Council
