Establishes the Nebraska Registered Apprenticeship Act, creating a state Office of Registered Apprenticeship within the Department of Labor to register apprenticeship programs, develop completion credentials, and provide reciprocal approval for programs from other states; also creates an advisory Nebraska Apprenticeship Council appointed by the Governor

Modifies the combined tax rate split under the Employment Security Law so that at least 80% (increased from 50%) goes to contributions and no more than 20% (decreased from 50%) goes to the state unemployment insurance tax rate

Creates the Business Innovation Cash Fund to receive state unemployment insurance tax deposits and support innovation programs, with legislative intent to appropriate $15 million annually beginning fiscal year 2027-28; establishes minimum annual awards of $4 million each for prototype development and commercialization programs

Transfers administration of student internship programs from the Department of Economic Development to the Department of Labor and allows employers subject to the Employment Security Law to be charged an annual administrative and operational support fee based on gross wages paid

Eliminates the hotline and website requirement for reporting suspected Employee Classification Act violations, removes the fee exemption for self-employed contractors paying under $3,000 annually, and renames the Contractor and Professional Employer Organization Registration Cash Fund to add "Business" to the title
