Allows successors to use an abstract of death (as defined in section 71-601.01) instead of a certified death certificate when there is a delay in obtaining the certified certificate for small estate affidavit transfers

Applies to estates where total personal property value is $100,000 or less, with the 30-day waiting period after death still required before claiming property

Permits the Department of Motor Vehicles to waive the requirement that no estate proceedings are pending when transferring vehicle titles, if 10 years have elapsed since the estate closed and a certified death certificate is provided

Covers transfers of motor vehicles, motorboats, all-terrain vehicles, utility-type vehicles, and minibikes through the affidavit process
