Amends the Convention Center Facility Financing Assistance Act to require funding recipients in high-poverty areas to maintain their principal place of business or primary operations within that area for at least three years after receiving funds

Authorizes counties to recapture funding on a pro rata basis if recipients relocate out of the high-poverty area before the three-year period ends

Recaptured funds must be returned to either the Convention Center Support Fund or a county-administered development fund, at the county's discretion

Counties may establish enforcement policies by resolution, including notice requirements, repayment schedules, and documentation standards

Operative date is January 1, 2027
