Department of Health and Human Services must establish a behavioral health program for individuals under 21 years of age by January 1, 2027

Program targets youth with complex, multisystem behavioral health needs with goals of supporting families in the community and preventing institutionalization and out-of-home placements

Required services include mobile response and stabilization, intensive home-based treatment, inpatient and outpatient care, psychiatric residential treatment facility care, substance use disorder treatment, psychiatric care, and developmental disability care

Care coordination will be provided through behavioral health regions, with the department authorized to procure a single statewide managed care plan to build provider networks

Department may adopt rules and regulations and must submit necessary federal waiver requests or state plan amendments to obtain Medicaid reimbursement for these services
