State agencies, counties, cities, and villages requiring building permit inspections must use authorized inspectors—individuals credentialed with the permitting entity or third-party inspectors registered/licensed in Nebraska.

Self-performed inspections by individuals on their own permits or buildings are excluded from the authorized inspector requirement.

Inspection records, including pass/fail results and reasons for failure or deviation from project specifications, must be made available to the public for any structure still standing at the time of the records request.

Amends Section 71-6401 of the Building Construction Act to incorporate these new inspection and public disclosure requirements.
