Creates the Drug Detection and Prevention Cash Fund, administered by the Attorney General, to support statewide law enforcement efforts against illegal fentanyl and other illicit drug activity

Allows fund expenditures for drug detection/testing technology, multijurisdictional task forces, public safety education initiatives, and other purposes the Attorney General determines necessary to reduce illegal drugs in Nebraska

Amends the Nebraska Opioid Recovery Trust Fund to authorize transfers to the new Drug Detection and Prevention Cash Fund in amounts determined by the Legislature

Specifies no General Funds shall be transferred to the new fund; only opioid settlement funds and legislative appropriations from the Opioid Recovery Trust Fund

Declares an emergency, making the act effective immediately upon passage and approval
