Amends section 69-1311 to require the State Treasurer to publish abandoned property notices once in a legal newspaper of general circulation in each county where a listed person's last known address is located

Provides an alternative notice option: instead of listing individual names alphabetically, a display ad covering at least 25% of a standard broadsheet page with instructions on how to search for unclaimed property may be published

Removes the previous requirement that notices be published specifically in an "English language" newspaper

Maintains the $50 threshold for mandatory publication and mailed notices, with the State Treasurer retaining discretion to publish items of lesser value if deemed in the public interest

Requires mailed notices to owners of property valued at $50 or more within 120 days of receiving the holder's report
