Requires the Commission for the Blind and Visually Impaired to develop a statewide support service provider program for deaf-blind persons to facilitate transition from dependency to independent living

Program services include assistance with independent living, access to visual and environmental information, human guide services, facilitation of spoken or signed conversations, and daily living activities like transportation, mail reading, and food labeling

Commission may contract with private providers or offer services directly through the program

Legislature intends to appropriate $100,000 from the General Fund for fiscal year 2025-26 and $100,000 for fiscal year 2026-27 to fund the program

Eliminates obsolete provisions related to the 2000 transfer of the Division of Rehabilitation Services for the Visually Impaired and includes an emergency clause for immediate effect upon passage
