Expands the definition of "historic building or district" under the Civic and Community Center Financing Act to include properties designated by local landmark ordinances approved by the State Historic Preservation Officer, not just those on or eligible for the National Register of Historic Places

Adds demolition as an eligible activity for grants related to historic buildings or districts, and requires applicants to submit documentation showing preservation-based mitigation strategies agreed upon with the State Historic Preservation Officer

Changes terminology in the Revitalize Rural Nebraska Grant Program from "dilapidated commercial property" to "substandard and abandoned commercial property" and adds statutory definitions for key terms

Authorizes the Revitalize Rural Nebraska Fund to pay reasonable and necessary costs incurred by the State Historic Preservation Officer in carrying out duties under the grant program

Allows demolition grants for properties listed or eligible for the National Register of Historic Places if preservation-based mitigation strategies have been agreed to, or if a certified building professional deems the property substandard with State Historic Preservation Officer concurrence
