Grants poll watchers and observers the right to observe signature verification and envelope opening for early voting ballots, and prohibits their exclusion from counting locations unless officials provide an unobstructed view via closed-circuit television or similar device

Explicitly permits party-appointed watchers (per section 32-1013) to observe the early voting counting process
