Expands virtual conferencing authority under the Open Meetings Act from a specific list of 13 entity types to all public bodies, allowing any public body to hold meetings by virtual conference if requirements are met

Maintains existing requirements for virtual meetings: reasonable advance notice with dial-in/link access, at least one physical site for public attendance, documents available at physical sites, and audio/visual recording

Retains the 50% cap on virtual meetings per calendar year for public bodies with statewide-appointed or elected members, with exceptions for certain organizations that may hold more virtual meetings if they have at least one non-virtual meeting annually

Makes conforming changes to cross-references in sections governing electric generation facility applications (70-1014) and privately developed renewable energy generation facilities (70-1014.02)

Repeals and replaces original sections 70-1014, 70-1014.02, and 84-1411 from the 2025 Revised Statutes Supplement
